In 2018, manufacturing optimism reached record highs as a direct result of competitive tax and regulatory policy. Tax reform and an improved regulatory environment helped to propel faster growth, with manufacturers raising wages, investing in their operations and offering innovative benefits. However, manufacturers increasingly raise concerns about rising transportation costs and insufficient infrastructure. More than 70 percent of manufacturers do not believe the state of our nation’s infrastructure is positioned to respond to the competitive needs of a growing economy.

Monday, March 4th, 2019Because the damage from Sandy cannot be fully repaired without closing down each of the two tubes in the tunnel, the only way to avoid several years of sharply reduced service is to build a second tunnel that could keep full service running while the existing tunnel is repaired. But it will take several years to construct a new tunnel, and full construction cannot start until funding is secured. Each day that passes without agreement on funding for a new tunnel makes it more likely that a tunnel shutdown will happen first.

To ensure the benefits of federal investments are shared broadly, an infrastructure bill should include policies designed to protect labor rights; fight workplace discrimination; set high standards for wages and benefits; and support high-quality training and apprenticeships. Additionally, federal funds should be targeted to those communities facing the greatest need as well as redress the unequal burden of pollution and geographic isolation that neglectful and discriminatory investment policies and projects cause.
