Seattle, WA: Fixing the Tunneling Machine

This video shows a short clip of a worker replacing a cutting tool inside the SR 99 tunneling machine in January 2014. Crews working for Seattle Tunnel Partners (STP), WSDOT’s contractor for the SR 99 Tunnel Project, changed a number of tools during 158 hours of recent inspections performed under hyperbaric conditions. Tunneling experts now believe that the clogs and other factors contributed to the stoppage of tunneling on Dec. 6, 2013. As the project’s design-build contractor, it is STP’s responsibility to determine the best and most expedient way to resume tunneling.

For the broadband ecosystem of Washington State, 2013 was a year of getting up to speed. Most of the major infrastructure projects funded through the American Recovery and Reinvestment Act were completed during the year. The largest of these projects was construction of more than 1,300 miles of “middle mile” fiber optic cable.

Washington, DC: Freezing the Ground for the First Street Tunnel

DC Water’s Contractor (SKJD) will utilize an innovative ground freezing technology to improve ground condition in advance of shaft, adit and near surface construction of the First Street Tunnel Project. By creating a natural gas generated closed loop brine system, the ground will be stabilized in advance of excavation. Ground Freezing ensures that the required excavation in the four construction staging areas for this important project will be fully stabilized.

Implementing Public Private Partnerships During Challenging Economic Times

How has the 2008 Economic Crisis impacted the design, financing, and construction of highway public–private partnership (PPP or P3) projects in the United States? In December 2007, on the eve of the economic crisis, the Virginia legislature approved a P3 to construct a 14-mile (22.5 km) high occupancy toll (HOT) road (the 495 Express Lanes) to alleviate heavy traffic on the Capital Beltway around Washington, DC. This case study looks at the impact the 2008 Economic Crisis and associated economic challenges between 2008 and 2012 had on this project and considers what governments and other stakeholders should be aware of when implementing P3s during adverse economic times.

Washington, DC: Streetcar Construction

For the last several months, DDOT and the streetcar team have been busy at work along H Street and Benning Road on the last leg of streetcar construction. Right now the team is performing final design and construction for several areas of the project, including streetcar turnarounds, the Car Barn Training Center, pole and overhead wire installation, track installation for turnarounds, pocket tracks, and final roadway.

An analysis of 23 recently completed Seattle-area multifamily housing developments reveals that the practice of providing abundant “cheap” parking actually makes rental housing more expensive—particularly for tenants with modest incomes and who don’t own cars.

Lake Washington, WA: Coffer Cell Launch

On Nov. 26, 2013, SR 520 bridge construction crews launched a 660-ton coffer cell onto Lake Washington. This coffer cell will be used to create a dry work space so that crews can complete repairs to the end walls of Pontoon U and Pontoon V on Lake Washington.
