Using case studies and examples from existing plans, this report examines: 1. how pro‐bicycling policies have been written into the Climate Action Plans of states, cities, and universities, 2. examples of plans that include bicycling, 3. how bicycling advocates can best support these efforts, and 4. how to ensure that governments follow through on the promises made in their plans.

Just as the Interstate Highway System transformed the way Americans live and where they work, high-speed rail has the same transformative potential. In the arena of transportation, it is a disruptive technology, with the power – as LaHood noted – to reshape entire regions and communities in a more sustainable manner. Southern California will be ground zero for this transformation: of the seven corridor segments identified in the California High Speed Rail Authority business plan, Los Angeles to Anaheim is currently the most advanced in the planning and environmental review process, and could see limited service commence as early as 2017.

Congratulations to FRA on a Sensible Decision

Two months ago we reported on the railroad industry’s reaction to the FRA’s directive setting forth the terms of the so-called “Stakeholder Agreements.” Those are the agreements between state authorities and Class I railroads that will govern the shared-use freight-passenger rail service in rail corridors receiving federal aid under the Administration’s high-speed rail (HSR) program. The FRA directive stunned and angered railroad executives by what they regarded as unreasonable demands, and burdensome requirements…We are happy to report that reason and good sense have prevailed. In a press conference on August 20, FRA Administrator Joseph Szabo announced that the agency has withdrawn the controversial directive.

Winners of AASHTO’s “Faces of Transportation 2010” Photo Contest

The environmentally-friendly project that is enriching a neighborhood, the new bridge that is making commuting times shorter; the widening project that revitalized a neighborhood; the resurfacing of a rural road that employed members of the community. This research indicates that public transit improvements and more transit oriented development can provide large but often overlooked health benefits. People who live or work in communities with high quality public transportation tend to drive significantly less and rely more on alternative modes (walking, cycling and public transit) than they would in more automobile-oriented areas. This reduces traffic crashes and pollution emissions, increases physical fitness and mental health, and provides access to medical care and healthy food.

Solar Waste Recycling: Can the industry stay green?

Solar energy is the most widely available resource we have. Every hour, enough solar energy strikes Earth to meet human energy needs for more than a year, according to NASA. Now the solar industry is poised for huge growth in the United States, thanks to policy changes, incentives, technological improvements and economies of scale. Solar photovoltaics have recently become less expensive than nuclear energy on a per-kilowatt-hour basis, according to a new report from Duke University. Also, solar is widely expected to reach cost parity with fossil fuels in most markets by 2013.
