In 2013, the Public Policy Forum published Getting to Work, a report that explored efforts to connect Milwaukee County residents with major job locations in the region via public transit. The report identified several common barriers, including one known as the “last mile” problem, which can arise when transit services allow individuals to get relatively close – but not all the way – to their job sites. This challenge is particularly common in suburban areas, where jobs are more dispersed and difficult for the Milwaukee County Transit System (MCTS) and suburban transit systems to serve efficiently, but it also can arise in some parts of the city that are difficult to reach by transit.

While citizens have varying views and expectations regarding the role and responsibilities of local governments, most would agree that providing, maintaining, and updating public infrastructure is a fundamental governmental responsibility. On the local level, that responsibility extends from streets and buses, to sewer and water systems, to fire and police equipment, to parks and cultural facilities, to public buildings that citizens use to access government services.

PUBLIC POLICY FORUM
This report takes a fresh look at workforce mobility in metro Milwaukee by reconsidering the options that may exist to improve access to suburban job centers for those who cannot afford an automobile, or who otherwise cannot or opt not to use one. Our focus is on the four-county Milwaukee metropolitan statistical area, defined as Milwaukee, Ozaukee, Waukesha, and Washington counties. In exploring this topic, we acknowledge that the relocation of jobs to Milwaukee’s suburbs that has occurred during the past several decades is problematic on many levels, and that an ideal solution would be to encourage job growth in areas that already are well-served by transit. That is a long-term solution, however, and in the meantime there is merit in re-exploring potential transportation strategies that will better connect those seeking employment with areas where jobs currently are available.
