This study examines the funding and condition of Michigan’s roads and bridges and presents policy recommendations regarding them. The first section of this study describes the different types of roads in Michigan, which government entity is responsible for each type and their current estimated condition. The section after that explains how road funding works. The next section then discusses how public goods such as roads should be priced and funded, based on standard economic theory. It also attempts to measure the level to which Michigan’s roads are underpriced and underfunded. The final section concludes with some policy recommendations.

Wednesday, August 29th, 2018Starting the night of August 14 through August 15, crews from Amtrak and CSX Transportation rebuilt four railroad diamond crossings at Wayne Junction near Wayne, Michigan. Jointly owned by the Michigan Department of Transportation and CSX, this important crossing is utilized by Amtrak trains traveling between Chicago, Detroit, and Pontiac, as well as by CSX and Norfolk Southern freight trains. Project costs were covered 75 percent by CSX and 25 percent by MDOT.

A bridge slide is an innovative construction project that allows traffic to be maintained throughout the project. The new bridge is built alongside the old one, and once complete, the old bridge is demolished and the new bridge is slid over in its place.

It’s also easy to see why drivers and taxpayers think shoddy workmanship is to blame. Michigan follows national design and construction standards, and is a leader in roadwork warranties. MDOT can and does build quality roads, but Michigan’s current investment in transportation doesn’t support much more than short-term fixes for our aging system.

This technology allows MDOT to build a new bridge next to the old bridge while it is being demolished. This report identifies successes, challenges, and strategies being utilized to improve the transportation services SHA delivers to Marylanders and the traveling public.
