The Interstate Highway System’s future is threatened by a persistent and growing backlog of physical and operational deficiencies and by a number of large and looming challenges. Most of its segments are decades old, subject to much heavier traffic than anticipated, and operating well beyond their design life without having undergone major upgrades or reconstruction.

REASON FOUNDATION
Steady increases in vehicle fuel economy, the lack of inflation indexing of fuel tax rates, and political gridlock over increasing fuel tax rates all make it very difficult even to maintain current pavement and bridge conditions and prevent congestion from getting even worse. The transportation community agrees that we need to phase out fuel taxes and replace them with a more sustainable funding source, generally agreed to be mileage-based user fees of some sort. But no consensus exists on how and when to do this.

This report, the third in a series on the nation’s transportation capacity needs, focuses on the need to tap the economic might of rural America, be it through access to energy resources, tourism or agriculture. It also identifies underserved cities whose future growth depends on Interstate access. Finally, it underscores the capacity improvements needed to ensure the nation’s security.
