Earlier this year I argued that the up-front cost of local transportation projects, like light rail and bus rapid transit, aren’t really comparable to the cost of California’s high speed rail system. While all of these investments are fighting for the same dollars to some degree, their long-term balance sheets look very different: Local transit typically requires a persistent operating subsidy, whereas even the low-ridership estimates for high speed rail forecast a consistent operating profit. As a result, longer time horizons favor high speed rail, as profits gradually eat away at the high initial capital costs required to build out the network.

To support this effort, LBNL initiated the Cost of Saved Energy Project (CSE Project) and created a Demand-Side Management (DSM) Program Impacts Database to provide a resource for policy makers, regulators, and the efficiency industry as a whole.

The Los Angeles Solar and Efficiency Report (LASER): An Atlas of Investment Potential is multi-faceted. The LASER Atlas begins with this particular profile of clean energy investment potential at the county level. Other profiles that comprise the LASER Atlas are at the sub-regional level…This county level overview is designed to help community stakeholders identify areas of high potential for solar energy and the benefits of green economic investment. These benefits include capitalizing on incoming state and local funding while creating jobs and building community resilience to current environmental health and energy threats that climate change will exacerbate.
