His city is on the rise and he fully intends on implementing bicycling, walking and complete streets policies that enhance and make his city more attractive to young talent and business. For the first time in over half a century, Pittsburgh is expecting an increase in residents as the trend in the number of people moving back to cities grows.

For the past two years, he has managed his own firm, TIP Consultants, to assist public and private sector clients in navigating through the complex transportation funding and implementation environment. Previously, Steavens was the division director of intermodal programs for the Georgia Department of Transportation, where he managed the state’s rail, transit, aviation and port interests.
“Certainly we have been blessed with corridors in Texas that have the potential for the ridership and revenue growth that could sustain a high-speed rail operation…There are very few places in the country that could make those claims. So we are optimistic. We are hopeful that we can help facilitate a project that could be a true game changer for Texas.”

Accessibility is the ease of reaching valued destinations. Accessibility can be measured for various transportation modes, to different types of destinations, and at different times of day. There are a variety of ways to define accessibility, but the number of destinations reachable within a given travel time is the most comprehensible and transparent—as well as the most directly comparable across cities. This report focuses on accessibility to jobs by transit. Jobs are the most significant non-home destination, but it is also possible to measure accessibility to other types of destinations. Transit is used for an estimated 5% of commuting trips in the United States, making it the second most widely used commute mode after driving.

This report is the first study to examine how major changes in urban transport investments worldwide would affect urban passenger transport emissions as well as mobility by different income groups. It starts with the most recent United Nations urban population forecasts and the most recent model framework and forecasts used by the International Energy Agency (IEA) for global mobility modeling. The study extends these with new research on the extent of various urban passenger transport systems in cities across the world, as well as new estimates of the extent of mobility by non-motorized transport and low power e-bikes.

Throughout the Wasatch Front Metropolitan Region, the majority of land use development forces people to drive in order to access their destinations. This is due to low density and mostly single use developments built on poorly connected street networks with several cul-de-sacs and few routing options for transport system users. Even though the development of Wasatch Front has the legacy of transit supportive land uses in the region’s city centers and previous street car suburbs, the connection between them is still such that it encourages driving as the dominant mode of transportation. Designing streets and street networks that would support TOD environments is still considered with hesitation as the potential solution for traffic congestion and increasing travel demand. One of the reasons for this might be the need to evaluate the effects that TOD has on traffic operations.
