RECONNECTING AMERICA
Transit-oriented development (TOD) is a community development model focused on nurturing healthy people and places and better connecting them to one another through a robust, “multimodal” transportation network. At its core, TOD is about connecting, or reconnecting, the fabric of our communities— imagine a quilt, if you will—where neighborhoods and places of varying shapes, colors, sizes and textures are integrated into a vibrant and cohesive region. Implementing equitable TOD involves rethinking the current paradigm, where a person’s zip code can determine important outcomes such as educational attainment or employment opportunities.

For years, the city of Atlanta has been developing ambitious plans to connect its radial transit lines with a circular “beltline.” As envisioned, the $2.8 billion project would include 22 miles of light rail and recreational amenities, circling the central city, taking advantage of existing freight lines. For now, however, those plans are getting less attention from city leaders than a 2.6-mile streetcar line that would serve as an east-west connector for downtown.
Chicago, perhaps like no other city in the United States, has set itself apart as a center of trade, and recently that has been expressed in the growth of its two airports, O’Hare and Midway. With the resurgence of passenger rail promoted by the Obama Administration, it may be able to reassert its dominance in that field; it will sit at the confluence of three upgraded intercity rail lines already at least partially funded: One to St. Louis, another to Detroit, and a third to Milwaukee and Madison.

This research indicates that public transit improvements and more transit oriented development can provide large but often overlooked health benefits. People who live or work in communities with high quality public transportation tend to drive significantly less and rely more on alternative modes (walking, cycling and public transit) than they would in more automobile-oriented areas. This reduces traffic crashes and pollution emissions, increases physical fitness and mental health, and provides access to medical care and healthy food.
The American High-Speed Rail Alliance has launched Action for American High-Speed Rail, a grassroots advocacy center with the goal of unifying “all advocacy efforts that promote a comprehensive national high speed rail network.”

Most schools are out for a summer break after final grades were toted home in students’ backpacks throughout the country. Around the same time, America got its infrastructure report card — and the results aren’t good.
Imagine sitting around the kitchen table reviewing Junior’s grades. His last report card shows a cumulative average of D. As a family, parent, teacher or community, wouldn’t we do all we could to try to help this student improve? Of course we would.
It’s the same with the state of the country’s infrastructure. Consider some of these “grades,” as reported in the American Society of Civil Engineers’ most recent infrastructure report card: transit, D; energy, D+; dams, D; bridges, C; aviation, D; drinking water, D-; hazardous waste, D; schools, D; and wastewater, D-.
I’d say this defines our infrastructure situation as one in crisis.

Even if a U.S. climate bill is passed in 2010, it is likely to be many years before a cap-and-trade system has an impact on energy use. With continued uncertainties regarding U.S. climate legislation, it is now more essential than ever that the U.S. implements other policies that move us toward reduced fossil fuel consumption and lower greenhouse gas emissions. The Thermal Renewable Energy and Efficiency Act of 2010 will stimulate increased use of renewable energy sources to heat and cool buildings throughout the country.
