Without doubt, the president’s proposed budget redefines the federal government’s role in infrastructure projects at all levels of government. It outlines “key principles” that Trump wants used to determine projects that will qualify for federal dollars or incentives. It also sends a clear message to elected officials throughout the country that public funding will not be adequate in the future and private-sector investor must be embraced.

Wednesday, May 24th, 2017“There is no silver bullet, just a lot of silver BBs.” That’s how U.S. Sen. Benjamin Cardin described the conundrum facing state and local government leaders dealing with funding shortfalls. At a Tuesday congressional hearing on leveraging federal transportation funding, panelists explained that transportation needs can’t be solved by placing all responsibility on state and local governmental entities. There is agreement that transportation officials need funding options just to maintain the current transportation infrastructure, but state and local leaders are arguing for continued investment from the federal government as well.

“Interesting fact: two thirds of the people that used to travel between Washington and New York used to travel by the shuttle, by air, and a third by rail; and now the numbers are reversed: it’s two thirds by Amtrak or other regional rail and a third by air, and I think that speaks to the resurgence in rail. Modernizing America’s infrastructure is a key plank in the next Administration’s economic platform, and transportation infrastructure should be central to this effort. The case can be made that American roadways are inadequate, even as there are more vehicles on the road than ever. The consequence is congested roads and poor road quality. However, President Trump’s plan relies heavily on private sector finance; specifically leveraging less than $200 billion in federal funds for $800 billion in private funds. (Then-candidate Hillary Clinton similarly proposed establishing an infrastructure bank involving the private sector.) Is it feasible to modernize the surface transportation network without greater taxpayer involvement?
