REASON FOUNDATION
Transportation infrastructure is too important to the economy to be subject to across-the-board cuts in federal funding without first ensuring that alternate revenue streams are available. Ideally, each transportation mode should be made as self-supporting as possible via direct user fees. This would also make it feasible to use revenue-bond financing to do more reconstruction and new construction than would occur under the current policy of funding capital investment from operating cash flow.

As we enter the New Year (and begin our 24th year of publication), the debate about transportation funding is taking a new turn. Talk of raising the federal gas tax has become muted and even the efficacy of the gas tax itself is being questioned. And no wonder: vehicles are becoming more fuel efficient, CAFE standards are becoming more stringent, vehicle use is leveling off, and hybrids and electric vehicles are expected to slowly but surely increase their market penetration.
LOS ANGELES COUNTY METROPOLITAN TRANSPORTATION AUTHORITY (METRO)
The Los Angeles County Metropolitan Transportation Authority (Metro) with the City of Los Angeles as project co-lead has undertaken an Alternatives Analysis (AA) to study the East San Fernando Valley Transit Corridor. The purpose of an AA is to define, screen, and recommend alternatives to be studied as part of a Draft Environmental Impact Statement/Environmental Report (DEIS/DEIR).

Fodder for the gullible. Despite slow/no growth in airline flights, anywhere between 15% and 20% of flights still arrive 15 minutes or more off the already ATC-padded carrier schedules. Every month. We can depend on it. Go back five years. Or ten years. Compare what the FAA was saying then, with what it’s saying now about fixing the air traffic control system. It’s a time warp with today’s glowing projections of progress. Plan on more of the same in 2013.

In recent years, national attention toward the issue of driver distraction has increased among the transportation community, the media, and the public. Texting and cell phone use while driving, for example, are major safety concerns due to their role as contributing factors in a growing number of vehicle crashes. But roadway and roadside infrastructure also can contribute to driver distraction. For example, does the placement of changeable message signs at certain locations cause motorists to look away from the road more than they would otherwise? Do certain sign messages cause driver confusion or misunderstanding?
