Without doubt, the president’s proposed budget redefines the federal government’s role in infrastructure projects at all levels of government. It outlines “key principles” that Trump wants used to determine projects that will qualify for federal dollars or incentives. It also sends a clear message to elected officials throughout the country that public funding will not be adequate in the future and private-sector investor must be embraced.

Benjamin Cardin described the conundrum facing state and local government leaders dealing with funding shortfalls. At a Tuesday congressional hearing on leveraging federal transportation funding, panelists explained that transportation needs can’t be solved by placing all responsibility on state and local governmental entities. There is agreement that transportation officials need funding options just to maintain the current transportation infrastructure, but state and local leaders are arguing for continued investment from the federal government as well.

One of the big frustrations in our freight rail industry is that people do not appreciate the importance of freight and don’t realize that we are—along with the trucking industry and along with the barge and towing industry—critical to the nation’s economy. People just seem to think about freight railroads when they’re sitting, watching it go by, and being frustrated that the gate is down at a grade crossing. By 2030, within 10 years of regulatory approval of autonomous vehicles (AVs), 95% of U.S. passenger miles traveled will be served by on-demand autonomous electric vehicles owned by fleets, not individuals, in a new business model we call “transport-as-a-service” (TaaS). The TaaS disruption will have enormous implications across the transportation and oil industries, decimating entire portions of their value chains, causing oil demand and prices to plummet, and destroying trillions of dollars in investor value — but also creating trillions of dollars in new business opportunities, consumer surplus and GDP growth.

This report expands our analysis beyond lead to examine all drinking water contaminants regulated under the SDWA. Much as Flint is not the only water system with lead problems, we have found that Lead and Copper Rule problems are far from the only widespread violations of drinking water rules. Our research shows that in 2015 alone, nearly 77 million people were served by more than 18,000 community water systems that violated at least one SDWA rule, and there were more than 80,000 violations of SDWA rules that year. These violations included exceeding health-based standards, failing to properly test water for contaminants, and failing to report contamination to state authorities or the public.
