Public officials in need of funding for infrastructure projects should check out the Build America Bureau!

Last week, DOT announced another groundbreaking financial tool – a product of the Build America Bureau – and provided an example. The Central Puget Sound Regional Transit Authority (Sound Transit) and the Build America Bureau signed a pioneering, first-of-its-kind Master Credit Agreement (MCA). The agreement lays a foundation for working together to initiate four transit projects in the Seattle area. The projects, now that they are consolidated, will be eligible to receive close to $2 billion in financing. As a result of the MCA, the Build America Bureau will be able to close one deal that covers multiple projects.

Among the attendees was Rep. John Delaney (D-MD) who provided the keynote address. He delivered expert perspective, thoughtful commentary, and valuable insight into the role of infrastructure in American life.

Ladders of Opportunity: Transportation Empowerment Pilot

Transportation infrastructure choices made at the federal, state, and local levels can strengthen communities, create pathways to jobs, and improve the quality of life for all Americans. The U.S. Department of Transportation (DOT) plays a critical role in connecting Americans and communities to these opportunities. DOT’s role has typically been to directly support the states through drafting regulation, creating informational resources, and providing technical assistance and program funding. Through the Ladders of Opportunity Transportation Empowerment Pilot (LaddersTEP) model, DOT provided direct aid to cities to achieve these positive results.

Now is the time for voters to let Congress know their feelings about infrastructure and jobs in America

It would be wonderful – and significantly helpful – if taxpayers and public officials showed an outpouring of support for rebuilding the nation’s infrastructure. Congressional representatives need to know, without doubt, that there is home-town support for this. Without seeing support from constituents, it’s possible that the program could get delayed long enough to die a sad death. If that happens, the U.S. will remain vulnerable in the race for global leadership… and thousands of jobs that could have been created will be remembered only as “what might have been.”

Water Infrastructure Improvements for the Nation (WIIN) Act

WIIN Act

The WIIN Act is a measure that includes the Water Resources Development Act (WRDA) of 2016, which overwhelmingly passed the House in September, in addition to provisions to improve drinking water infrastructure around the country, address control of coal combustion residuals, improve water storage and delivery to help drought-stricken communities, address federal dam maintenance backlogs, and approve longstanding water settlement agreements for the benefit of taxpayers and Native Americans.

ACEC’S ENGINEERING INC. — Setting the Standard: the 4-Year-Old Envision Rating System is Becoming a Best Practices Model Industry Wide for Sustainable Infrastructure

VHB used Envision as the framework for this 1-mile section of Greenough Boulevard along the bank of the Charles River from Cambridge to Watertown in Massachusetts. By narrowing the roadway (right), the reclaimed parkland reduces stormwater runoff and includes a tree-lined path that can be used by pedestrians and bicyclists.

Sustainable infrastructure was the focus of Envision, introduced in 2012 as a new rating system to promote best practices in planning, designing, building and maintaining public roads, bridges, tunnels, water systems and other civic entities…The Envision rating system addresses a full range of environmental, social and economic impacts of sustainability in project design, construction and operation. Labeled “credits,” these impacts are classified under five categories: quality of life, leadership, resource allocation, natural world, and climate and risk.

The State of Freight II: Implementing the FAST Act and Beyond

Dedicated Federal freight funding now flows to all states on an annual basis. Every state is expected to have a state freight plan completed by December 2017.

The State of Freight II provides a snapshot of where states are collectively in developing state freight plans and a baseline on what future projected investments are needed to build out the nation’s 21st century freight network. The State of Freight II reports on how states are already funding freight-specific investments through state dedicated or discretionary funding, and how these funding sources can potentially work with Federal freight investments.

Not only is the highway network relied upon to transport people, but it is also the economic lifeline of the affected region facilitating the movement of emergency supplies and services. Restoring power, supplying fuel, transporting injured residents, and providing food stocks can be just a few of the critical needs of a region affected by a catastrophic event.
