U.S. ARMY CORPS OF ENGINEERS
The Los Angeles River is the 51-milelong backbone of an 870 square mile watershed. It once anchored a vast system of riparian foothill, riverine and freshwater marsh habitat that carried seasonal rains and subterranean flows across the coastal plain to the Pacific Ocean. Over the last 150 years, the River has been degraded by a cycle of increasing urban development in the floodplain, flooding, and channelization, culminating in the mid-20th century with the construction of the Federal flood risk management project known as Los Angeles County Drainage Area (LACDA).
After days of heavy rain, Boulder Colorado is flooding. Creeks have overrun their banks, and some places higher in the hills have had to be evacuated. Months of drought and some big fires made it difficult for the ground to absorb the water. I stopped in a spot a few kilometers northeast of downtown to shoot some footage.
[NOTE: In the video I say the creek is northwest of Boulder, but it’s actually northeast. My apologies for the error.

The Complete 540 study for the southeast extension of the Triangle Expressway is once again underway, following a two-year delay. The Complete 540 project will provide a more direct route and quicker access to RTP, the RDU airport, and major employment and activity centers along NC 540 for rapidly growing communities south and east of Raleigh. Completing 540 will connect the final section of the outer loop from Holly Springs to Knightdale.

According to proponents, the system can reduce the need for costly new highway and airport expansions in California’s congested short-haul air markets and crowded intercity freeways, which are some of the busiest and most delay-prone in the nation – potentially saving $170 billion over 20 years. High speed rail could also help the state’s economy by supporting more convenient and efficient travel as well as increasing traveler productivity.
