POLICY MATTERS OHIO
Ohioans spend a large amount of money on energy. In 2010, we spent $45 billion, nearly 10 percent of our state’s gross domestic product. Nearly half of those energy dollars (or more than $20 billion) was spent to fuel cars, trucks, and buses, and nearly all of which left the state or country in order to import oil. Ohio can reduce its dependence on imported oil by promoting electric vehicles (EVs) and buses, as well as passenger and freight rail.

The SHA is committed to integrating safety, mobility, environmental stewardship, and socio-economic objectives into its transportation planning process through its Comprehensive Highway Corridors (CHC) program. To support its sustainability initiatives, SHA has funded the development of a Model Of Sustainability And Integrated Corridors (MOSAIC), which defines sustainability indicators, analyzes the sustainability impact of corridor improvements, and identifies environmental mitigation needs early in the planning process.

This 2013 Measuring Broadband America—February Report contains the most recent results from the Federal Communication Commission’s (FCC) Measuring Broadband America program. This program, whose first results were published in August 2011, is an ongoing, rigorous, nationwide study of residential broadband performance in the United States. This study, like those conducted before, involves actual performance tests for thousands of subscribers of Internet Service Providers (ISPs) serving well over 80 percent of the residential market.
NextGen Air Transportation System

The Federal Aviation Administration (FAA) is pursuing key operational improvements to implement the Next Generation Air Transportation System (NextGen) in the “midterm,” which is 2013 through 2018. These improvements focus on establishing Performance Based Navigation (PBN) procedures at key airports, but benefits could be limited in the midterm. PBN uses satellite-based guidance to improve air-traffic control routes (known as “procedures”). These procedures can deliver benefits to airlines, such as fuel savings and increased efficiency, particularly in congested airspace.

At the dawn of the 21st century, much of our drinking water infrastructure is nearing the end of its useful life. There are an estimated 240,000 water main breaks per year in the United States. Assuming every pipe would need to be replaced, the cost over the coming decades could reach more than $1 trillion, according to the American Water Works Association (AWWA).

The Northeast can make a meaningful contribution to reducing the impacts of global warming. In 2010, the 10 Northeastern states then participating in RGGI emitted 533 million metric tons (MMT) of carbon dioxide pollution from energy use. Were the Northeast its own country, its emissions would rank 10th in the world, ahead of the United Kingdom, Saudi Arabia, Mexico, Brazil and France.
