How Transportation and Regional Infrastructure Project Bonds Work

Looking to leverage private investment and an untapped market for tax credit bonding to rebuild America’s transportation infrastructure, U.S. Senators Ron Wyden (D-Ore.), John Hoeven (R-N.D.) and Mark Begich (D-Alaska) have introduced legislation to create a tax credit bond program dedicated to transportation infrastructure. Transportation and Regional Infrastructure Project bonds or TRIPs will be a financing tool to fund the rebuilding of the nation’s crumbling transportation infrastructure.

Chairman Mica Passes on the Offensive

In a blistering letter to Thomas Donohue, President of the U.S. Chamber of Commerce, Rep, John Mica, Chairman of the House Transportation and Infrastructure Committee, scolded the Chamber — and indirectly other critics of the proposed House transportation bill— for being “unable to recognize the reality that bankrupting the Highway Trust Fund and ignoring long overdue policy reforms are no longer options.”

The Urgency of Reforming the Federal Railroad Administration

House Transportation Committee Chair John Mica (R-FL) has finally come out explicitly in favor of privatizing the Northeast Corridor and letting private consortia bid for high-speed rail construction. Mica’s rationale is that Amtrak is an inefficient government provider, and its proposal for spending $117 billion over 30 years to build high-speed rail in the Northeast is deficient…Not mentioned anywhere in the article is the FRA, which is the real obstacle to modern rail operations. Mica has to my knowledge said nothing about the FRA, which is too bad, since it could feed into the Republican narrative of bad government and the need for privatization and deregulation.

From 2010 to 2011, the National Conference of State Legislatures (NCSL) and the American Association of State Highway and Transportation Officials (AASHTO) partnered to produce an unprecedented, 50-state review of transportation governance and finance, based largely on in-depth, original survey research. The project focused on transportation finance and on the roles of, and relationships between, those state government entities that are most active in transportation issues: state legislatures and, under the authority of governors, state departments of transportation (DOTs)…The report provides an overview of state transportation governance and finance as well as detailed profiles and other information for each state, the District of Columbia and Puerto Rico.

The Look and Feel of the New Congress

In my 22 years of covering the transportation scene, I cannot recall a time when we’ve been faced with a more unsettled and volatile policy environment. In the past, the trajectory of the federal surface transportation program was fairly predictable: with each reauthorization, the program was expanded in scope and increased in funding. This time it’s different. In the months ahead, Congress is likely to cut discretionary spending and this, I believe, will profoundly alter the scope of the federal role in transportation and the character of the federal transportation program.

A Few Questions Concerning the President’s FY 2012 Budget Submission

The President said he will make sure that his program will be “fully paid for” and pledged to work with Congress to ensure that funding for surface transportation does not increase the deficit. But these vague expressions of intent are hardly appropriate in a Budget message which traditionally was meant to offer Congress and the public concrete explanations on how the Administration intends to fund its proposed program initiatives.
