Whether by the hands of the new fiscal commission or through the alternative automatic cuts, federal transportation funding is going to decline dramatically compared to recent years. The Senate transportation proposal, which counted on a $12 billion infusion of general funding, suddenly looks just a little less attainable. So too is the prospect of a better-funded bill in two years, if Congress doesn’t pass a bill this year.

CENTER FOR TRANSIT-ORIENTED DEVELOPMENT
Light rail in the West Corridor presents an incredible opportunity for transit-oriented development to leverage market momentum for new investment and community building. A focus on TOD will support growth near new transit stations, enhance access to opportunity, preserve and enhance the supply of a range of housing choices, reduce the combined costs of housing and transportation, and support walking and biking to stations. However, implementing TOD along the West Corridor will not be a quick or simple process.

Responses to the 2009 OHS suggest that a majority of the public considered it important to have a wide range of transportation alternatives. The majority also strongly supported the provision of facilities that permit continued reliance on the personal automobile in the community in which they live.
LOS ANGELES COUNTY METROPOLITAN TRANSPORTATION AUTHORITY
The Los Angeles County Metropolitan Transportation Authority (Metro) recently began studying the ways in which bicycling, for transportation and in combination with transit, can reduce automobile use and lower greenhouse gas (GHG) emissions…The purpose of this study is to establish the benefits of providing an integrated transportation system where bicyclists are accommodated at train stations and on trains.

In the long term, the programmatic framework proposed in this report allows for the achievement of wiser investments. It offers a sound strategy for securing broad public support for policies and resource commitments that will allow the U.S. to continue to achieve high standards of living and remain competitive in a highly mobile, global economy. It provides a way to make substantial investment and tangible improvement to the vital transportation systems on which our nation depends.
The practical implications of this policy for the federal-aid transportation program are unambiguous: federal budget authority in FY 2012 and beyond will be limited to tax receipts flowing into the Highway Trust Fund. Those revenues (plus interest) will amount to an estimated $36.9 billion in 2011 according to the Congressional Budget Office (CBO)— $31.8 billion will be credited to the Highway Account and $5.1 billion to the Transit Account. Over the next ten years, CBO estimates these revenues will grow at an average rate of a little more than one percent per year, largely reflecting expected growth in motor fuel consumption.
