As part of the American Recovery & Reinvestment Act (ARRA), states and Metropolitan Planning Organizations (MPOs) received $26.6 billion in transportation funds that could be spent on almost any surface transportation needs. While there were many national goals for this money, arguably the most pressing need was to save and create jobs.

This study begins to fill that gap by exploring the challenges low-income residents face in covering their transportation costs.

Monday, January 31st, 2011Although some likened President Obama’s expansive vision to President Eisenhower’s historic call for a 42,000-mile Interstate Highway network, there is a vast difference between the two initiatives. The Interstate Highway proposal was backed by a reliable and steady revenue stream in the form of a federal gas tax. The high speed rail goal lacks a financial plan. It is not supported by a dedicated source of revenue that could maintain the program on a self-sustaining basis over a period of years.

Almost 75% of the jurisdictions surveyed said that their on-site parking requirements were one of the biggest impediments to downtown development. Yet communities off Long Island that have successfully re-energized their downtowns have limited parking rather than maximized it. The goal was to encourage walkability thus increasing the likelihood of retail success and creating a greater sense of place and identity.
