NEW JOBS – CLEANER AIR: Employment Effects Under Planned Changes to the EPA’s Air Pollution Rules

Merrimack Station The Merrimack Station, New Hampshire’s largest coal-fired power plant, constructed a scrubber to control SO2 and mercury emissions. According to PSNH, the owner of the facility, the project provided more than 300 construction jobs for the three-year construction period.

The report finds that investments driven by the EPA’s two new air quality rules will create nearly 1.5 million jobs, or nearly 300,000 jobs a year on average over the next five years – and at a critical moment for a struggling economy. The end product will be an upgraded, cleaner American industry, along with good paying jobs and better health for the nation’s most vulnerable citizens.

Gateway Project: An Alternative to the ARC Tunnel Between New York and New Jersey

Increased traffic and congestion into midtown Manhattan threatens the economy of northern New Jersey and New York City. The existing 100-year old rail tunnels into midtown Manhattan are already operating at capacity during rush hour, and ridership is expected to double in the next two decades. To address these immediate concerns following the cancellation of the ARC Tunnel project and with the encouragement of Senator Lautenberg, Amtrak expedited its plans to build new rail tunnels.

ESTIMATING THE EMPLOYMENT IMPACTS OF PEDESTRIAN, BICYCLE, AND ROAD INFRASTRUCTURE

POLITICAL ECONOMY RESEARCH INSTITUTE
We are particularly interested in examining the differences in employment resulting from different project types: those that focus on bicycle and pedestrian infrastructure and those that do not. Using an input-output model, we evaluate project-specific data provided by the City of Baltimore. We find that pedestrian and bicycle infrastructure projects create 11-14 jobs per $1 million of spending while road infrastructure projects create approximately 7 jobs per $1 million of expenditures.

Skepticism About High-Speed Rail Is Growing

“Spend first, answer questions later.” So concludes a critical editorial in the January 12 edition of the Washington Post, commenting on California’s proposed $43 billion High-Speed Rail program. The Post editorial, along with a January 11 article in the New York Times (both of which we reprint below), are emblematic of the increasingly skeptical press and public opinion concerning the fiscal and economic soundness of the Obama Administration’s high-speed rail initiative.
