Looking to leverage private investment and an untapped market for tax credit bonding to rebuild America’s transportation infrastructure, U.S. Senators Ron Wyden (D-Ore.), John Hoeven (R-N.D.) and Mark Begich (D-Alaska) have introduced legislation to create a tax credit bond program dedicated to transportation infrastructure. Transportation and Regional Infrastructure Project bonds or TRIPs will be a financing tool to fund the rebuilding of the nation’s crumbling transportation infrastructure.

UNITED STATES GOVERNMENT ACCOUNTABILITY OFFICE
Recipients continue to report using Recovery Act funds to improve the nation’s transportation infrastructure. Highway funds have been primarily used for pavement improvement projects, and transit funds have been primarily used to upgrade transit facilities and purchase buses. Recovery Act funds have also been used to rehabilitate airport runways and improve Amtrak’s infrastructure. The Recovery Act helped fund transportation jobs, but long-term benefits are unclear

These types of infrastructure have been shown to create many benefits for their users as well as the rest of the community. Some of these benefits are economic, such as increased revenues and jobs for local businesses, and some are non-economic benefits such as reduced congestion, better air quality, safer travel routes, and improved health outcomes.

Transportation leaders should make access to jobs an explicit priority in their spending and service decisions, especially given the budget pressures they face. Metro leaders should coordinate strategies regarding land use, economic development, and housing with transit decisions in order to ensure that transit reaches more people and more jobs efficiently. And federal officials should collect and disseminate standardized transit data to enable public, private, and non-profit actors to make more informed decisions and ultimately maximize the benefits of transit for labor markets.
