The 14-mile I-95 Express Lanes project is the nation’s first retrofit of an existing reversible two-lane HOV system into a high-occupancy toll (HOT) roadway. The project team designed operational improvements to the existing six-mile HOV segment from Dumfries to the Prince William Parkway, along with an additional eight-mile extension into Stafford County.

With increased traffic expected to exceed the highway’s design capacity in the coming years, the project team was tasked with designing new lanes that will be used for both regular and high-occupancy vehicle traffic, reducing the grade on a steep approach to the northbound Eagle River Bridge, designing new bridges over the Eagle River, and creating new frontage roads.

While the modest funding increase and certainty provided by the FAST Act are a step in the right direction, the funding falls far short of the level of needed to improve conditions and meet the nation’s mobility needs and fails to deliver a sustainable, long-term source of revenue for the federal Highway Trust Fund.

With gasoline taxes static or declining due to inflation, the costs of constructing and maintaining roadways and developing congestion relief has grown. The cost per mile of road maintenance has increased roughly 22 percent since the late 1990s and will certainly continue to grow in the coming years (ITEP, 2013). The real (inflation-adjusted) reduction in the gasoline excise tax reduces the state’s ability to fund highway construction, operations, maintenance and relieve congestion. In addition, there have been other issues that affect the stability of the gasoline excise tax revenue.
