The Oroville Dam spillway incident was caused by a long-term systemic failure of the California Department of Water Resources (DWR), regulatory, and general industry practices to recognize and address inherent spillway design and construction weaknesses, poor bedrock quality, and deteriorated service spillway chute conditions. The incident cannot reasonably be “blamed” mainly on any one individual, group, or organization.

While some repair work is moving forward at Oroville, significant issues remain to be addressed. This incident is a wake-up call for action on several fronts at this facility and thousands of other high-hazard dams in the United States to ensure a safe and reliable water system that protects communities and the rivers that flow through them. A warming climate with changing precipitation patterns underscores the urgency.

ASCE’s Infrastructure Report Card provides a comprehensive assessment of current infrastructure conditions and needs, assigning grades and making recommendations to raise them. Functional or not, the dams that dot the country cannot simply be ignored or forgotten. Indeed, these dams pose a significant safety problem: ASCE classifies nearly 4,000 dams as “deficient.” Furthermore, these structures continue to block an estimated 600,000 miles of rivers in the United States. A new analysis by the Center for American Progress for this report demonstrates that dams and reservoirs have modified the flow of 71 percent of Western rivers by length and that Western rivers are 66 percent more fragmented than they would be in their natural state.
