“I think if you just use the word “infrastructure” people tend to think it’s going to be boring, but, for instance, the moment you start to think about how long it takes to get to work every day, getting stuck in traffic, or having the train run on time, people really care about these things…you don’t really think of Americans voting to raise their taxes for things, but people are aware, and I don’t know that we’re going to have a civil rights era like people marching in the streets for this, but perhaps they will. I think maybe there’s more awareness than we give people credit for…if there was ever a time when the infrastructure in some ways was in the public dialogue, it’s right now…”

David M. Walker is the President and Chief Executive Officer of the newly established Peter G. Peterson Foundation, a nonpartisan foundation “dedicated to increase public awareness of the nature and urgency of key economic challenges threatening America’s future.” Walker served as Comptroller General of the United States and head of the Government Accountability Office (GAO) from 1998 to 2008. InfrastructureUSA recently spoke with him in New York City.

Excerpts from that conversation:

“The first three words of the constitution are the most important: ‘We the People.’ ‘We the People’ have a responsibility to be informed and involved, in order to let our elected representatives know what’s important to us,what we want, what we need, and what we’re willing to support. And quite frankly we’ve got a situation right now where there’s a big disconnect. And it’s threatening our future…”

KEEP OUR EYES ON THE BULL’S EYE; NOT THE BULL

As we watch our 401 accounts struggle to reach half of what they once were or, worse, watch the weeks of eligibility for unemployment benefits dwindle, it may help to contemplate the few silver linings to our recent economic woes. One is surely the emerging national consensus and conversation over the importance of investing in our infrastructure.

This wonky, unsexy word, “infrastructure,” usually cannot be found in the national policy discussion. These days, it is prominent and being linked to that very sexy and provocative word: stimulus. It could be a powerful combination if we do not allow politics as usual to govern how we put this combination to work.

InfrastructureUSA recently spoke with Governor Edward Rendell of Pennsylvania, about the urgent need for civic engagement on infrastructure. Governor Rendell, along with Governor Arnold Schwarzenegger of California, and Mayor Michael Bloomberg of New York, founded Building America’s Future, “a bipartisan coalition of elected officials dedicated to bringing about a new era of U.S. investment in infrastructure.”

Excerpts from that conversation:

“The infrastructure challenge comes at a very difficult time in our nation’s history, because the economy is flattened, because there’s been so much federal investment in the bailout of the financial institutions, the bailout of the mortgage institutions, because we built up significant debt, I think all necessary to turn the economy around. For infrastructure to come knocking on the door, saying we need to invest and the only way to do it is to build up significant debt and invest it in something valuable that has long — those long term assets — that’s a hard sell. It’s a hard sell in the Congress and it’s a hard sell with the President who’s taken on a number of enormously broad and ambitious challenges. And the only way I think we have a chance to make that sell successful is not to convince Washington first, but we have to convince hometown America first. We have to get the people involved in the dialogue, get them to understand and to buy into the need for infrastructure revitalization in this country, and let their representatives know that we’re with you on this one…”

As we launch this exciting new initiative, we’re heartened by the enthusiasm and support for our mission already demonstrated by a broad spectrum of people and influential organizations from across America. Consider these insights from three of the leading nonprofit organizations focused upon infra issues:

• The Urban Land Institute argues in a recent publication that our nation is approaching “a pivot point for overhauling its dilapidated and outmoded infrastructure.”
• The Regional Plan Association’s America 2050 initiative notes that “America’s response to the dual challenge of meeting its growing energy needs and responding to the threat of global climate change will define its ability to compete globally in the 21st century.”
• And a recent national survey by Building America’s Future finds that “Fully 81% of Americans are prepared to pay 1% more in taxes to rebuild America’s infrastructure.”
