Last month we noted some encouraging signs, based on informal indications, of a narrowing of the partisan divide in congressional posture toward transportation legislation (“Bridging the Partisan Divide,” Innovation NewsBriefs, October 10, 2011). The unanimous vote of the Senate Environment and Public Works (EPW) on November 9 to approve the highway portion of the surface transportation reauthorization bill (S. 1813) has confirmed our initial impression.

TAXPAYERS FOR COMMON SENSE
A large portion of the nation’s 600,000 bridges are in poor condition and require investment to repair or replace. Congress, by virtue of its control of spending and oversight, can encourage states to spend a greater share of transportation funding on maintaining and fixing existing infrastructure. If we are to reduce the number of deficient bridges in our transportation system – currently 11.5 percent of all bridges are deficient – Congress must be part of the solution.
